Besides the popular PAL, NTSC and SECAM, there are other video formats. CCIR and EIA. These two are pretty much the alternatives to NTSC and PAL, but for black and white TV.
CCIR (Comittee Consultatif International Radiotelecommunique) is the black and white (B/W) TV standrard used in Europe and Australia. It is the predecessor of PAL (color video format) developed later and used in Europe and Asia.
EIA (Electronics Industry Association) is B&W television format used in USA, Japan, Canada. And in the same way, EIA was a predecessor to NTSC color standard.
When you read that one or another home security camera system or surveillance technology is compatible with CCIR/EIA, it means that they both can be used/viewed in this video format.
